Laser Walls and Israel's Smart Fencing Equipment are being introduced under the Comprehensive Integrated Border Management System (CIBMS) as an alternative to human intelligence. There is talk of night vision devices, drones, Laurus radar systems, long range thermal imager, laser based intrusion alarms and PTZ cameras etc. CIBMS came on the files about a decade ago, but so far this system has been started as a pilot project in two or three places in Jammu and Assam. The remaining borders are still being monitored through physical barrier or patrolling. Security experts believe that the government will have to strengthen human intelligence and physical barrier.
A top officer of the Central Security Forces says that there has been talk of making long-standing arrangements to prevent infiltration at the borders of various countries bordering India. It is also not that these arrangements are not being done, work is going on. It is a different matter that the trial of Israel's smart fencing system, which started discussion ten years ago, has started trial of that system in 2018. From this, it can be gauged how much seriousness is being taken at the central level regarding border guarding.
At present, not only China and Pakistan, but Nepal border is also becoming worrisome. The situation in China border is in front of everyone. Now there is talk of installing CIBMS to guard China, Pakistan, Nepal, Bhutan and Myanmar border. It is difficult to say how much time this project will take on all these borders. BSF has been asked to start a trial of smart fencing in sensitive areas. The BSF is installing this system along the Pakistan and Bangladesh border. The system is said to take photographs of any animal, bird, person or drone, etc. during inclement weather such as thunderstorms, rain, haze and snowfall. Electronic surveillance systems have a variety of devices. These include aerostat for aerial surveillance, ground sensors for intrusion detection from tunnels, sonar systems with water way sensors and optical fiber sensors on the ground.
These technical tools prove to be effective with human intelligence
Former IPS and CIC Yashovardhan Azad says that there is a need for strict vigil on all the borders along India. All the forces we have, they guard the border with full patience on their behalf. The border guarding cannot be left only with the help of technical equipment. Many other countries including Mexico are examples of this. Most modern equipment has been installed there, but the intrusion was not completely stopped. China cannot rely solely on equipment on the border. Laser fencing and CIBMS on Pakistan and Bangladesh border is proving effective. However, human intelligence is also continuously active there. The tunnel is found in Jammu, but it is detected very late. Equipment here will not prove to be as effective, which will help human intelligence.
There is no greater source of intelligence than farmers living around the border. They have to visit the farm every day, even if there is no sowing, they have to raise fodder for the animals, so they keep going to the farm or the surrounding area. Bakkarwal has been a great example of this for intelligence. It is very important to have a physical barrier for all this. It is Nepal, it is a friendly country, but human intelligence should be increased there too. Check post is most essential. Many areas along the border with China, Pakistan, Bangladesh, Nepal, Bhutan and Myanmar are highly sensitive. Apart from CIBMS system, physical barrier and patrolling are mandatory here.
Technical equipment will now be installed rapidly due to ongoing border dispute with China
The ITBP is deployed along the 3,448-km India-China border. Technical equipments are being provided to ITBP along the border with Arunachal Pradesh, Uttarakhand, Ladakh and Himachal Pradesh. Through these, it will help to keep an eye on all the actions of China. Lipulekh, Niti Pass, Mangsa Dhura, Tea Song Chokla, Mullingla, Mana Pass, Tunjun La and Bomdila of Arunachal Pradesh, Dihang, Longju, Young Yap, Kunjwang, Tungadhara, Jechap La, Dipu La and Baralacha, Debasa Pass, Himachal Pradesh Shipki La, Nathula, Nakula, Jelep La of Sikkim and Karakoram passes in Ladakh are built. Apart from these, some special border outposts have also been established. Electronic surveillance systems are being installed at these places. After the border dispute with China, the number of battalions is increasing in many areas. New rules are being implemented for patrolling and BOP construction.
