How does the Deputy Chairman elect
The Deputy Chairman of Rajya Sabha is a constitutional post. Article 89 of the Constitution of India states that the Rajya Sabha can elect one of its MPs for the post of Deputy Chairman when the post is vacant. Actually, the post of Deputy Chairman becomes vacant after the resignation, removal from the post or the term of the term of the Rajya Sabha MP sitting on this post.
What is the rule for electing Deputy Chairman of Rajya Sabha
Any Rajya Sabha MP can forward a proposal for the name of any of his fellow MPs for this constitutional post. Support of any other MP is also necessary on this proposal. Simultaneously, the member advancing the proposal has to submit a declaration signed by the MP whose name he is proposing. It mentions that when elected he is ready to serve as Deputy Chairman. Each MP is allowed to pursue or endorse only one resolution. If more than one MP is named in a resolution, then in this case the majority of the House will decide who will be elected as the Deputy Chairman of Rajya Sabha. If a consensus is reached on the name of one MP in all political parties, then the MP will be unanimously elected as the Deputy Chairman of the Rajya Sabha.
What is the role of the Deputy Chairman
The Rajya Sabha is headed by the Vice President of the country. Currently Venkaiah Naidu is the Vice President and the President of Rajya Sabha. The Speaker is the Chairman and also a Deputy Chairman, who is elected by the members of the Rajya Sabha. In the absence of the Speaker, the Deputy Chairman takes charge of the Rajya Sabha.
The Speaker or the Deputy Speaker, who presides over the House, has to run the House according to the rules. If there is voting to pass any bill, then they also maintain it. They cannot favor any political party.
The Speaker or the Deputy Speaker has the right to adjourn the House due to any ruckus or any reason. The Chairman has the power to approve or reject the resignation of a member only to the Deputy Chairman.
