haryana budget 2021 highlights: The Haryana government presented a budget of Rs 1,55,645 crore for the financial year 2021-22. A budget of 13% larger than the previous time was presented. 25% of the budget has been earmarked for 38,700 crore capital expenditure. At the same time, the revenue ghat of 2020-21 is expected to be below 3 per cent.
Haryana Chief Minister Manohar Lal Khattar presented the paperless budget in the Vidhan Sabha on Friday. During this time, he made many announcements ranging from farmers to women and youth. He said that in Haryana, per capita income has decreased in the year 2020-21. The per capita income in Haryana was Rs 2,47,628 in 2019-20, which has come down to Rs 2,39,535 in the last financial year. The Haryana government presented a budget of Rs 1,55,645 crore for the financial year 2021-22. A budget of 13% larger than the previous time was presented. 25% of the budget has been earmarked for 38,700 crore capital expenditure. At the same time, the revenue ghat of 2020-21 is expected to be below 3 percent. It is expected to increase to 3.83 percent in 2021-22. In 20-21, the debt economy of Haryana is estimated to be 23.27 percent. The debt is estimated to be 25.92 per cent of GDP in 2021-22.
– In the next financial year, 50 thousand jobs will be given to the youth of Haryana. Skill training was imparted to 14710 youths through the Skill Development Mission Placement Cell. Within the next 1 year, about one and a half lakh capable youths will be trained. A provision of Rs 1823 crore was made for the next financial year. 868 crore rupees will be spent on skill development. 884 crore rupees will be spent for employment and 71 crores will be spent in the field of labor.
A new scheme named Haryana Government Kisan Mitra Yojana has been started. Financial services will be ensured for the empowerment of farmers under this scheme. Facilities will be provided to farmers to withdraw cash, deposit cash, change PIN, create new PIN, mini statement, request for check book, request for Aadhaar number update updation etc.
5779 crores for police department, 1121 crores for city and village planning, 113 crores for tourism, 131 crores for mining and geology, 73 crores for archaeological archives, 143 crores for military and arsenal welfare, foreign cooperation department in the budget. 10 crores has been made, 281 crores for Information and Public Relations Department, 19 crores for Arts and Culture, 446 crores for Organizing Department and 100 crores for construction of SYL.
Old age pension has been increased to Rs 2500 in the budget
Under the Legal Aid Scheme, the expenses of property, agricultural land, rent and reservation related matters in the courts were increased to the Scheduled Castes. It was increased from 11 thousand to 22 thousand rupees.
4 thousand play way schools will be opened. Right now 1153 Anganwadi centers will be upgraded to play schools. In the second phase, 2865 Anganwadi centers will be upgraded to play schools. 318 new crèches will be started.
200 beds will be provided in every civil hospital. Posts of 350 medical officers and 60 dentists will be created in Haryana. Oncology Center to be set up at Maharaja Agrasen Medical College Agroha
The Haryana government will set up medical colleges at Yamuna Nagar Kaithal and Sirsa. Oncology Center will be set up at Maharaja Agrasen Medical College Agroha.
The subsidy limit on prices of mango guava and citrus fruits has been increased from ₹ 16000 to ₹ 20000 per acre. A center of excellence has been established for guava.
Haryana’s CM said that despite Corona, it took only Rs. 30 thousand crore and could take loan up to Rs. 40661 crore.
Haryana will host Khelo India Youth Games 2021. For these games, new grounds of hockey, football, basketball and volleyball will be built in Tau Devi Lal Sports Complex, Panchkula. Four rehabilitation centers have been set up in Haryana for the treatment of sportspersons.
A state-level rehabilitation center will be set up in Panchkula. Mandal level 4 centers will be set up in Rohtak Gurugram Karnal and Hisar.
A provision of Rs 7731 crore was made for the Games. From last year this year, 20.2 percent more budget was increased for sports. 100 AYUSH assistants and 22 AYUSH coaches will be recruited on contract basis. Sports vision will apply to everyone.
To provide drinking water to the Mewat region, the government has decided to construct a Mewat feeder canal of 100 cusecs. This canal will be taken out of Gurugram water supply near Badli as a piped channel and will go along the KMP Expressway to Gurugram channel.
Mewat feeder canal will be constructed with a capacity of 100 cusecs. Special campaign will be run for every farm, healthy farm for soil health.
It is envisaged to set up 100 farmer ATMs in the state in partnership with banks. Government will create additional storage capacity for agricultural produce.
It has been decided to increase the storage capacity to 6.60 lakh metric tonnes this year. Siles will be used to build storage capacity. Haryana Agro Udyog Nigam Limited in the state will set up a network for packaged vita and other consumer food items in the state. 2000 retail store outlets will be set up in 22 districts.
In order to recharge the ground water in the dark zone from the rain water in the fields, the plan has been approved for the construction of one thousand recharge borewells under the mine water mine heritage scheme. About 8000 acres of waterlogged land will be improved by this scheme every year. The work of this recharge well will be completed by the end of September 2021.
STP to be set up at Sisay in Rajaund and Hisar town of Kaithal district
Ultrasound and other diagnostic services will be expanded in CHC. ICU and private rooms will be set up in every district hospital.
